Rodrigo Proença de Oliveira is a Civil Engineer from Instituto Superior Técnico and holds a PhD in Civil and Environmental Engineering from Cornell University, U.S.A.
He is an Associate Professor at Instituto Superior Técnico – University of Lisbon, a Researcher at CERIS (Civil Engineering Research and Innovation for Sustainability), and a managing partner and consultant at Bluefocus. For over 35 years, he has focused his activities on the area of hydrology and water resource management, having participated in many research and consulting projects in these domains, particularly in Portugal, Angola, Brazil, Cabo Verde, and Mozambique. He maintains a very special interest in the challenges posed by water scarcity within a framework of uncertainty and climate change. He is currently a member of the Scientific Panel of the National Strategy for Adaptation to Climate Change and serves as secretary of the Council of the Tagus and West Hydrographic Region.
